Institute, provided that $500,000 $1,000,000 of
this amount, appropriated for the Institute of
Human Virology, may not be expended until a
business plan for GBR Scientific, Inc. has been
submitted to the budget committees and the
committees have had 45 days to review and
comment on the plan. GBR Scientific, Inc.,
named for the three primary scientists
associated with the Institute of Human
Virology, has been established to commercialize
technology developed by the institute. The
business plan should clearly outline the
investment being made by these scientists and
other investors, including the City of
Baltimore. In addition, the business plan
should acknowledge the State's investment of
$15,500,000 $17,000,000 in the institute.
through fiscal 2000, and provide the State with
an equity position in the company at a level that
will allow Maryland to recoup its investment.
The business plan should also reflect
anticipated future State support for the
institute. The business plan should address
whether the City of Baltimore will receive
an equity position as well.
