The General Assembly finds that the
administration of federal grants has been less
than satisfactory. Federal fund appropriations
in the Executive Department Boards,
Commissions and Offices shall be subject to
quarterly allotment. Before funds may be
expended for any quarter, the Secretary of the
Department of Budget and Management shall
(1) certify that the funds to be attained are
sufficient to meet budgetary obligations or (2)
direct the Comptroller to withhold
disbursements until the appropriation has been
amended to accord with federal attainment
estimates.
