AN EMERGENCY ACT to:

(1)     clarify that the maximum compensation that qualifies as "regular
earnings" for the purpose of determining benefits is subject to the limitations in
Section 401(a)(17) of the Internal Revenue Code;

(2)     require that members who receive an eligible rollover distribution may
elect a direct rollover; and

(3) generally amend County law regarding the Employees' Retirement

System.

(1) create a Department of Permitting Services;

Department of Environmental Protection, the Department of Fire and Rescue
Services, the Department of Health and Human Services, and the Department of
Public Works and Transportation to the Department of Permitting Services;

[[(4)]](3) transfer a certain function regarding the procurement of recycled
goods from the Department of Environmental Protection to the department of Public
Works and Transportation;

[[(5)]](4) transfer certain functions from the Department of Environmental
Protection to the Department of Health and Human Services;

[[(6)]](5) generally provide for the functions of the Department of Permitting
Services; and
