AN ACT to:

(1)     ([prohibit the immobilization of certain motor vehicles by private parties;
and]]

[[(2)]] generally regulate the immobilization of motor vehicles by private
parties;

(2)     limit the amount that may be charged to release a motor vehicle that was
immobilized without the consent of the owner;

(3)     require certain persons to accept certain methods of payment for the
release of certain immobilized motor vehicles;

(4)     require certain signs to be posted and certain other actions to be taken
before a motor vehicle can be immobilized on private property;
