AN EMERGENCY ACT to:

(1)     extend the County tax on the provision of telephone lines to the provision
of [[cellular]] wireless telephone [[and other mobile telecommunications]] lines; and

(2)     generally amend the County code imposing a tax on the provision of
telephone lines.

AN EMERGENCY ACT to:

(1)     amend the procedure for nominating and electing the board of directors of
a cable communications community access organization;

(2)     [[amend]] make technical amendments to the requirements for changing
the bylaws of a community access organization; [[and]]

(3)     clarify that a community access organization's articles of incorporation and
bylaws are subject to all County laws, including those enacted after the County
contracts with the organization; and

(4)     generally amend County law concerning community access organizations.
