COUNTY LOCAL LAWS

[[(3)]](2) transfer certain weed and rubbish enforcement activities of the
Department of Environmental Protection to the Department of Housing and
Community [[and Consumer!] Affairs;

[[(4)]](3) transfer certain fair housing activities of the Department of Housing
and Community Development to the Office of the Human Relations Commission;

[[(5)]](4) change references in the Code from the Office of Landlord Tenant
Affairs and Office of Common Ownership Communities to the Department of Housing
and Community [[and Consumer]] Affairs;

(5)     transfer the functions of the Office of Planning Implementation to the
Office of the County Executive, and abolish the Office of Planning implementation;

(6)     make technical, conforming, and stylistic changes in provisions of law
involving the Department of Housing and Community [[and Consumer]] Affairs and
its predecessor agencies; and

(7)     generally amend County law relating to the administration of housing,
community development, consumer protection, code enforcement, landlord-tenant,
and related programs.

AN EMERGENCY ACT to:

(1)     change the name of the Office of Economic Development to the
Department of Economic Development;

(2)     provide for the creation of certain non-merit positions in the Department
of Economic Development;

(3)     transfer certain responsibilities regarding the Soil Conservation District
and the Cooperative Extension Service to the Department of Economic Development;
and

(4)     generally amend the law regarding the organization of government
programs to promote economic and agricultural development.
