AN EMERGENCY ACT to:

(1)     direct the Director of the Department of Information Systems and
Telecommunications to take certain actions to coordinate the location of certain public
and private telecommunications transmission facilities;

(2)     direct the Director to review and comment to certain land use agencies on
the location of certain telecommunications transmission facilities, and maintain a
database of those locations;

(3)     establish a Telecommunications Transmission Facility Coordinating
Group, prescribe its membership, and assign certain duties with respect to
telecommunications transmission facility siting and policy to it; and

(4)     require certain government agencies and private parties to submit a
telecommunications transmission facility location plan to the Director and annually
update that plan.
