Chapter 2

AN EMERGENCY ACT to:

(1)     create a Division of Animal Control and Humane Treatment [[under the
general direction of the Chief of Police]] in the Department of Police;

(2)     assign the duties and functions of the Department Of Animal Control and
Humane Treatment to the Division of Animal Control and Humane Treatment.

(3)     abolish the Department of Animal Control and Humane Treatment;

(4)     repeal provisions of the law providing for an appointed head of Animal
Control and Humane Treatment; [[and]]

(5)     provide that the head of the Division of Animal Control and Humane
Treatment is a non-merit position under the immediate direction of the Chief of
Police; and

(6)     generally make certain technical and stylistic changes.

AN EMERGENCY ACT to:

(1)     replace the County research and development personal property tax credit
with an exemption from the personal property tax for certain machinery, equipment,
materials, and supplies used in research and development;

(2)     set the amount of the exemption and its effective date; and

(3)     generally amend the law regarding taxation of certain property used in
research and development.
