AN EMERGENCY ACT to:

(1)     create a Department of Public Works and Transportation and provide for
its functions;

(2)     abolish the Department of Facilities and Services and the Department of
Transportation;

(3)     designate [[positions]] as a non-merit [[positions]] position [[within]] the
deputy director of the Department of Public Works and Transportation;

(4)     make technical and stylistic changes; and

(5)     generally amend the County Code regarding transportation, public works,
and related functions.
