AN ACT authorizing Howard County, under certain circumstances, to grant a refund
of property tax to a blind individual who receives an exemption under Section
7-207 of the Tax-Property Article, Annotated Code of Maryland from the
property tax; and providing that a refund is available for a certain number of
years.

AN ACT pursuant to Section 1.606(e) of the Howard County Code approving
provisions in collective bargaining agreements between Howard County and
Local 3080 of the American Federation of State, Local and Municipal Employees
that are in conflict with the provisions of Title 1 "Personnel Administration" of
the Howard County Code; and making the provisions of this Act retroactive to
July 1, 1996.
