AN ACT pursuant to Chapter 640 of the Acts of General Assembly of 1996 (H.B. 952),
establishing an issuer fee for the issuance or refinancing of certain revenue
bonds; establishing the amount of issuer fees; requiring issuer fees under this
Act to be placed in the Economic Development Incentive Fund; and providing for
the use and administration of the Funds.

AN ACT establishing a Howard County property tax credit against the tax imposed
on real property owned by certain commercial or industrial businesses;
establishing the amount and duration of the credit; providing for the eligibility
for the credit; establishing procedures for applying for and administering the
credit; and generally relating to a Howard County property tax credit against
the tax imposed on real property owned by certain commercial or industrial
businesses.

AN ACT establishing an exemption from the provisions of the County Code
concerning merit pay increases and longevity increments for employees within a
representation unit that has been deemed appropriate for collective negotiations
pursuant to Title 1, Subtitle 6 of the County Code.

AN ACT pursuant to Section 1.606 of the Howard County Code approving provisions
in the collective bargaining agreement between Howard County and the
American Federation of State, County and Municipal Employees - Howard
County Local 3085, which are in conflict with the provisions of Title 1 "Personnel
Administration" of the County Code; altering the termination date of certain
collective bargaining agreements; and applying the provisions of this Act to be
effective July 1, 1996.
