operating expenses for the most recent fiscal year for which a certified financial statement
is available. The reserves shall be maintained in reasonably liquid form in the judgment of
the provider.

(g) (3) The Office may allow any such provider to modify the minimum rate or
authorize an additional amount of time to meet the requirement of subsection (b) of

(e) The decision by the Office with respect to the proposed sale or other transfer
is subject to appeal only by the provider in accordance with the Administrative
[Procedures] PROCEDURE Act. No other person shall be deemed to be a party in
interest to the proceedings. If an appeal is taken by the provider, the Office shall give
prompt notice of the appeal to the subscriber representatives. The Office shall give
subscriber representatives prompt notice of any decision rendered in the appeal.

(g) The determination by the Office with respect to a proposed sale, transfer, or
other disposition of assets is subject to appeal only by the provider in accordance with the

heretofore passed shall be construed as divesting or limiting the jurisdiction of the
Commission over any taxicab company as a common carrier, although operating
elsewhere than in [incorporated cities or towns having a population of more than 50,000
persons] BALTIMORE CITY, BALTIMORE COUNTY, OR THE CITIES OF CUMBERLAND OR HAGERSTOWN.
