Error: Obsolete reference to former jurisdiction of the Public Service
Commission in Article 78, § 50(b).

Occurred: As a result of Ch. 581, Acts of 1995, which limited jurisdiction of
the Public Service Commission over taxicabs to specified local jurisdictions.

Article 83A - Department of Business and Economic Development

5-202.

(b) The General Assembly further declares and finds that the establishment of a
State public corporation to develop certain vacant or underutilized industrial sites and
facilities as well as other economic resources in which the private sector has not
demonstrated serious and significant interest or development capability would serve the
public interest. It would complement existing State marketing programs administered by
the Department [of Business and Economic Development through its office of Business
Development and Resources] and through THE DEPARTMENT'S financial assistance
programs such as those of the Maryland Industrial Development Financing Authority, the
Maryland Industrial Land Act, and the Maryland Industrial and Commercial
Redevelopment Fund Act. The General Assembly finds that the State lacks and needs
direct property development capability for economic development purposes.

Article 83B - Department of Housing and Community Development

[The] IN ADDITION TO OTHER FUNCTIONS AND RESPONSIBILITIES UNDER
THIS ARTICLE, THE Department shall have the following functions and responsibilities:

(1) Encourage and assist the efforts of counties and municipal corporations
and other public and private community organizations to develop mutual and cooperative
solutions to their common problems;

(2) Serve as a clearinghouse for information, data, and other materials that
may be pertinent to sound community assistance, including information on available
federal, State, and private financial assistance and technical assistance;

(3) Implement model or demonstration programs and projects or otherwise
provide a program of practical research in community assistance;

(4) Provide grants and loans facilitating energy conservation and utilization
of solar energy in commercial and residential buildings;

(5) Provide advisory, consultative, training, educational services, and
technical assistance to any municipal corporation, county, local public agency, or
nonprofit organization in order to carry out community assistance purposes;
