advisable without regard to the provisions of the State Personnel and Pensions Article
[that govern classified service employees]; and

(b) (2) The secretarial, stenographic, clerical, and custodial employees of the
Commission are in the [classified] SKILLED service [of], WITH THE EXCEPTION OF
SPECIAL APPOINTMENTS, IN the State Personnel Management System.
(3) All other employees of the Commission are in the [ unclassified service
of] EXECUTIVE SERVICE, MANAGEMENT SERVICE, OR ARE SPECIAL APPOINTMENTS
IN the State Personnel Management System.

(b) (3) Unless otherwise provided by law, the Secretary shall appoint and
remove all other staff in accordance with the provisions of the State Personnel and
Pensions Article [that govern classified service employees].

(b) (2) Subject to the Secretary's authority as provided in Title 1 of this article,
the Administration's staff shall be appointed and removed in accordance with the
provisions of the State Personnel and Pensions Article [that govern classified service
employees].

(a) The Secretary, with the approval of the Governor, shall appoint the Director
of the Administration who shall serve at the pleasure of the Secretary. The Director is [in
the unclassified service of] A SPECIAL APPOINTMENT IN the State Personnel
Management System. The Director shall operate and exercise the powers of the
Administration under the direction of the Secretary in accordance with the provisions of
this subtitle. The Director shall receive such salary and have such deputies, assistants,
employees, and professional consultants as provided in the State budget.

(c) Any personnel of the local support enforcement office involved in a transfer
under this section shall [become classified service employees of this State] BE IN THE
STATE PERSONNEL MANAGEMENT SYSTEM and shall be placed in the position that is
comparable to or most closely compares to their former position, without further
examination or qualification. These employees shall be credited with the years of service
with the jurisdiction for the purpose of determining leave accumulation and shall become
members of the Employees' Pension System of the State of Maryland. All previous
pension contributions shall be transferred in accordance with Title 37 of the State
Personnel and Pensions Article. These employees shall receive no diminution in
compensation or accumulated leave solely as a result of the transfer. Annual leave in
