Ch. 743

(i) Have all rights and privileges of [classified service employees]
SKILLED SERVICE OR PROFESSIONAL SERVICE EMPLOYEES, WITH THE EXCEPTION
OF SPECIAL APPOINTMENTS, IN THE STATE PERSONNEL MANAGEMENT SYSTEM;

(ii) Have the right of appeal as provided by law in any case of alleged
injustice;

(iii) Shall be paid salaries not less than those paid in similar
classifications in other State agencies; and

(iv) Shall retain their vacation privileges, accrued sick leave, retirement
status, and benefits under the State retirement systems.

14-205.

(b)     (2) (i) The causes for removal shall conform to the causes for removal of
[classified service employees] SKILLED SERVICE OR PROFESSIONAL SERVICE
EMPLOYEES, WITH THE EXCEPTION OF SPECIAL APPOINTMENTS, that the Secretary of
Budget and Management adopts by regulation.

(c)     (2) Except with respect to [classified] SKILLED SERVICE employee
grievance appeals, Title 10, Subtitles 1 and 2 of the State Government Article
("Administrative Procedure Act") does not apply to the Board of Trustees.

16-510.

(a)     Except as provided in subsection (b) of this section or otherwise by law, all
employees of the College are in the [ classified] SKILLED service of the State Personnel
Management System.

(b)     All officers, faculty, and administrative employees of the College are in [the
unclassified service of the State Personnel Management System] AN INDEPENDENT
PERSONNEL SYSTEM.

(c)     If a [classified] SKILLED service employee was employed by the State in
accordance with subsection (a) of this section, beginning January 1, 1996, the employee's
years of service as an employee of Baltimore City shall be added to the employee's years
of service with the State for the purpose of determining:

(1)     The annual leave accrual rate provided in § 9-302 of the State Personnel
and Pensions Article;

(2)     Seniority under Title 11, Subtitle 2 of the State Personnel and Pensions
Article, relating to layoffs; and

(3)     Seniority under § 4-205(c) of the State Personnel and Pensions Article,
relating to promotions.
