beyond the level of funding approved by the
General Assembly during the 1996 session,

the department shall provide notification to the
budget committees of the proposed new or
expanded grant for budget committee review
and comment or the passage of 45 days from
the date of receipt of the notification,
provided that no more than $3,806,200 of
this appropriation may be expended for
operating grants-in-aid, exclusive of:

(1) any additional special funds necessary to
match unanticipated federal fund
attainments; or

(2) any proposed increase to either provide
funds for a new grantee or to expand funds
for an existing grantee; and

(3) the Department of Transportation
provides notification to the budget
committees to justify the need for additional
expenditures due to either provision (1) or
(2) above, and the committees provide
review and comment or 45 days elapse from
the date such notification is provided to the

enhancement funds to the Canal Place
Preservation and Development Authority
may not be expended until the Canal Place
Preservation and Development Authority
has certified to the budget committees that
it can provide $500,000 in matching funds,
