proposed increase in special fund expenditures
for capital purposes, and are provided 30 days
to review and comment upon the proposed
increase
A report identifying the projects included in the
$29 $16 million capital reduction should be
submitted to the budget committees by August
1, 1996.
It is the intent of the General Assembly that a
$21 $15 million transfer will be made from the
general fund to the transportation trust fund in
fiscal year 1999 subject to the enactment of
legislation by the General Assembly.

29.01.01.01 Executive Direction
Special Fund Appropriation.............................
Funds are appropriated in the Department of
General Services budget to pay for services
provided by this program. Authorization is
hereby granted to use these receipts as
special funds for operating expenses in this
program.
29.01.01.02 Operating Grants-In-Aid
Special Fund Appropriation, provided that no
more than $4,252,200 of this appropriation
may be expended for operating grants-in-aid,
exclusive of any additional special funds
necessary to match unanticipated federal
fund attainments. This appropriation may not
be increased by budget amendment or
otherwise, provided that for any proposed
increase in expenditure for operating
grants in aid to:
(1) a new grantee which was not included in
the budget as reviewed by the General
Assembly during the 1996 session, or
(2) expand funding for an existing grantee
