(1)     provide for collection and disposal of certain dead animals found on public
property in the County;

(2)     require the owner of any dead animal collected to pay for disposal of the
animal;

(3)     make technical and stylistic changes; and

(4)     generally amend County law regarding collection and disposal of dead
animals.
