MONTGOMERY COUNTY

(1)     provide that bicycle registration fees be set by executive regulation;

(2)     provide for one-time bicycle registration;

(3)     change the penalty for failure to register a bicycle;

(4)     permit the Maryland-National Capital Park and Planning Commission Police
to enforce the bicycle registration law;

(5)     permit the Chief Administrative Officer to donate certain bicycles to
charitable organizations under certain circumstances;

(6)     permit the County Executive to set fees for bicycle registration;
[[(6)]] (2) make technical and stylistic changes; and

[[(6)]] [[(7)]] (8) generally amend County law regarding bicycle registration.

AN EMERGENCY ACT to:

(1)     require adoption of a County energy policy rather than an energy plan;

(2)     amend the duties and clarify the terms of members of the Energy
Conservation Advisory Committee, and rename the Committee;

(3)     create the Interagency Group on Energy and Utility Management;

(4)     delete obsolete language, and make stylistic improvements and conforming
changes; and

(5)     generally amend the County Energy Conservation law to focus on energy
efficiency and environmental benefits.
