AN ACT to repeal Chapter 82 of the Harford County Code, as amended, heading,
BUILDING CONSTRUCTION, and to enact in lieu thereof, new Chapter 82,
heading, BUILDING CONSTRUCTION, all to be added to the Harford County
Code, as amended, to provide that Harford County shall adopt as its standard for
building regulations, the 1993 BOCA National Building Code with certain
amendments thereto; to further provide penalties for the violation of the building
standards; and generally relating to buildings and construction in Harford County,
Maryland.

Bill No. 95-40

AN ACT to repeal Subsections 40.B., 40.C, 40.D., 40.F., and 40.G. of § 256-40
Establishment; boundaries, of Article III, Other Sanitary Subdistricts, Chapter 256,
Water and Sewers, of the Harford County Code, as amended, and to repeal Harford
County Council Bill No. 92-38, establishing Harford County Rates (Water and
Sewers), and to enact a new schedule of Water and Sewer rates for Harford County
to stand in lieu of the Ordinance and rates repealed, to provide that such rates shall
apply to all Harford County customers for water and sewer servicing; and to further
provide that the rates shall be applied to water consumption and sewer usage on or
after the effective date of this Act.

Bill No. 95-41

AN ACT to repeal and re-enact, with amendments, Section 157-23, Special sewer use
fees, of Article II Fees, Chapter 157, Licenses and Permits, of the Harford County
Code, as amended, to set a new annual septage user charge.

Bill No. 95-42

AN ACT to add new Section 256-45.5, Biological Nutrient Removal Fee, to Article V,
Capital Charges, of Chapter 256, Water and Sewers, of the Harford County Code,
as amended; to establish a fee to recover the capital construction costs of installing
the biological nutrient removal process at the Sod Run Wastewater Treatment Plant
and to further provide that the funds received shall be dedicated to pay the
principal and interest incurred by the County for this construction.
