CHARTER AMENDMENT RESOLUTION
Resolution No. 1995-3
For the purpose of generally amending and revising the Charter of the Town of
Manchester; to redefine its corporate powers and organization; to remove references to
gender; to redefine the qualification of Council members, their powers, time of meeting
and clarify the votes required for Council action; to specify residency requirements for the
Mayor and define the duties of said office and the duties of the Town Manager; to delete
any requirements for primary elections, designate the date for the general election and
the hours the polls are open and provide a method for filling vacancies on the Council
and office of Mayor; to clarify the powers of the Clerk-Treasurer and various budgetary
procedures; to correct obsolete references to State laws; to exempt professional services
contracts from competitive bidding; to redefine the phrase "public ways" and powers
concerning the same; to specify certain offenses and the penalties therefor; to define the
Town's right of eminent domain; to delete obsolete and duplicative provisions; to
renumber the sections of the Charter; and relating generally to the governmental affairs
of said Town.

C10-1 through C10-13, inclusive, C11-1, C11-2, C12-1 through C12-4, inclusive, C13-1
and C13-3 through C13-6, inclusive, of the Charter of the Town of Manchester, Carroll
County, as found in the Public Local Laws of Maryland - Compilation of Municipal
Charters (1990 Replacement Edition and 1995 Supplement), repealed and reenacted,
with amendments.

BOUNDARIES OF THE TOWN OF MIDDLETOWN BY EXTENDING THE
CORPORATE LIMITS OF THE TOWN AND IN SO DOING TO AMEND THE
BOUNDARIES OF THE TOWN OF MIDDLETOWN AS PROVIDED IN SECTION
2.01 OF THE CHARTER OF THE TOWN OF MIDDLETOWN; TO PROVIDE FOR
