(d) The Department shall provide staff services to the Board.]

The Susquehanna River Watershed Advisory Board shall advise appropriate units
of State and local governments and interested groups concerning:

(1)     Maintenance of the watershed by determining the nature and extent of
responsible uses of the watershed area so that the uses do not damage or harm the
environment or ecology of the watershed area;

(2)     Protection of the environment and ecology of the watershed area;

(3)     Responsible uses of park areas;

(4)     Master plans of included parks; and

(5)     Coordination of the various activities of State, county, and municipal
agencies and other groups in the watershed, including:

(i) The Department, provided that no provision of this subtitle may be
construed to affect or impair the State's responsibilities and obligations under the
Susquehanna River Basin Compact;

(ii)    The County Commissioners of Cecil County;

(iii)   The County Executive and County Council of Harford County;

(iv)    The Board of Parks and Recreation of Cecil County;

(v)     The Department of Parks and Recreation of Harford County; and

(vi) Each citizen group in Cecil County or Harford County that is
interested in the environment or ecology of the watershed area.]

Article - State Government

(1)     5 individuals appointed by the Governor; and

(2)     as ex officio members:
