Ch. 341

1996 LAWS OF MARYLAND

(i) All of whom shall be residents of this State;

(ii) At least two of whom shall be actively engaged in the securities
business or as investment advisers; and

(iii) At least two of whom shall be members of the bar.

(2) The members shall be selected on the basis of their experience and
qualifications to advise the Commissioner on all phases of the securities business.

(b)     (1) The members shall be appointed for staggered terms of three years each,
with two members being appointed each year, to serve without compensation and eligible
for reappointment for additional terms.

(2) The terms under which the first members are appointed shall be
designated by the Governor at the time of their appointment.

(c)     (1) The members of the Committee shall select their own chairman.

(2) Meetings of the Committee shall be held when called by the
Commissioner.

(d)     The Commissioner shall consult with the Committee and it shall give him the
benefit of its advice on any matters pertaining to the administration of this title,
particularly the adoption, amendment, or repeal of rules, regulations, and forms provided
for in this title.]

Article - Education

[22-201.

(a)     There is an Education Coordinating Council for State Hospital Centers. The
Council is within the State Department of Education for administrative and budgetary
purposes.

(b)     (1) The Council consists of 13 members.

(2)     (i) Five of the members shall be appointed by the Governor and shall
be residents of this State who are not employees of any State or county government
agency.

(ii) Each of these members serves for a term of 5 years and until a
successor is appointed and qualifies. These terms are staggered as required by the terms
of the members serving on July 1, 1978.

(iii) Each of these members may be reappointed but may not serve
more than two full 5-year terms.

(3)     The following officials shall serve ex officio and each may designate
someone to serve in his place:

(i) The State Superintendent of Schools;

(ii) The Secretary of Health and Mental Hygiene;
