(iii) The Deputy Secretary for Public Health Services;

(iv) The Director of the Developmental Disabilities Administration;

(v) The Superintendent of Public Instruction of Baltimore City; and

(vi) Two county superintendents of schools from counties where a
State hospital center is located, who shall be selected by the State Superintendent of
Schools.

(c)     Each member of the Council:

(1)     Serves without compensation; and

(2)     Is entitled to reimbursement for expenses in accordance with the
Standard State Travel Regulations.

(d)     (1) The State Superintendent shall serve as chairman of the Council.

(2)     The Council shall determine the time and place of its meetings and may
adopt rules for the conduct of its meetings.

(3)     The State Department of Education shall provide technical assistance
and support:

(i) To the Council; and

(ii) To the Department of Health and Mental Hygiene in the
development and operation of educational programs in State hospital centers.]

[ 22-202.

(a)     (1) The Education Coordinating Council shall develop and monitor an
educational program for each State hospital center in the Department of Health and
Mental Hygiene. The programs shall meet the special needs and circumstances of the
patients and personnel in the center.

(2) This program shall be coordinated with:

(i) The overall operation and function of the center; and

(ii) The educational programs offered in the public schools.

(b)     On or before June 30 of each year, the Council shall report to the Governor
and, subject to § 2-1312 of the State Government Article, to the General Assembly
concerning the operation of the educational program in each center.

(c)     (1) The Council shall actively advocate and promote the interests of
educational programs and opportunities in State hospital centers. The Council shall seek
to ensure that a quality education and equal educational opportunity are available to all
residents in State hospital centers.

(2) The Council shall on a regular basis review the program of instruction
used in educational programs at State hospital centers to ensure that the unique
educational needs of those populations are being satisfactorily met.
