Ch. 171                                    1996 LAWS OF MARYLAND

9-1802.

(a)     This subtitle may not be construed to authorize the [ Commission] COUNCIL
to exercise regulatory authority.

(b)     Consistent with its [accountability and] reporting obligations under [§§
9-1810 and] § 9-1812 of this subtitle, the authority of the [Commission] COUNCIL is
advisory only.

9-1803.

[(a)]There is [an Efficiency 2000 Commission] A COUNCIL ON MANAGEMENT
AND PRODUCTIVITY IN THE DEPARTMENT OF BUDGET AND FISCAL PLANNING.

[(b) The Commission is an independent unit in the State government.]

9-1804.

The [ Commission] COUNCIL consists of:

[(1) two representatives of the Executive Branch, appointed by the
Governor;

(2)     two members of the Senate of Maryland, one of whom shall be from the
minority party, appointed by the President of the Senate;

(3)     two members of the House of Delegates, one of whom shall be from the
minority party, appointed by the Speaker of the House;

(4)     two representatives of the Judicial Branch, appointed by the Chief Judge
of the Maryland Court of Appeals;

(5)     seven representatives of the business community, three appointed by the
Governor, two appointed by the President of the Senate of Maryland, and two appointed
by the Speaker of the House of Delegates;

(6)     one representative of organized labor, appointed by the Governor;

(7)     one representative of a labor organization representing State employees,
appointed by the Governor;

(8)     two individuals from the State's Higher Education Academic
Community, appointed by the Governor;

(9)     two individuals with experience in local government, one appointed by
the Maryland Association of Counties and one appointed by the Maryland Municipal
League; and

(10)   four representatives from the general public, two appointed by the
Governor, one appointed by the President of the Senate of Maryland, and one appointed
by the Speaker of the House of Delegates.]

(1) THIRTEEN INDIVIDUALS, INCLUDING REPRESENTATIVES OF LABOR
LOCAL GOVERNMENT, AND NONPROFIT ORGANIZATIONS.
WHO SHALL BE APPOINTED
BY AND SERVE AT THE PLEASURE OF THE GOVERNOR;
