(2)     TWO MEMBERS OF THE SENATE OF MARYLAND, APPOINTED BY THE
PRESIDENT OF THE SENATE;

(3)     TWO MEMBERS OF THE HOUSE OF DELEGATES, APPOINTED BY THE
SPEAKER OF THE HOUSE;

(4)     TWO REPRESENTATIVES OF THE JUDICIAL BRANCH, APPOINTED BY
THE CHIEF JUDGE OF THE MARYLAND COURT OF APPEALS;

(5)     TWO REPRESENTATIVES OF THE BUSINESS COMMUNITY:

(I)      ONE APPOINTED BY THE PRESIDENT OF THE SENATE OF
MARYLAND; AND

(II)     ONE APPOINTED BY THE SPEAKER OF THE HOUSE OF
DELEGATES; AND

(6)     FOUR REPRESENTATIVES FROM THE GENERAL PUBLIC:

(I)      TWO APPOINTED BY THE PRESIDENT OF THE SENATE OF
MARYLAND; AND

(II)    TWO APPOINTED BY THE SPEAKER OF THE HOUSE OF
DELEGATES.

(a)     (1) The [Commission] GOVERNOR shall[:

(1)     elect] APPOINT a chairman from among the members of the
[Commission] COUNCIL[; and].

(2)     THE COUNCIL SHALL determine the times and places of the meetings of
the [Commission] COUNCIL.

(b)     A quorum of the [ Commission] COUNCIL is 13 members.

(c)     (1) Unless extended by law, the terms of members end on June 30, 3009
2002.

(2) If a vacancy occurs during the term of a member, the appointing
authority shall appoint another individual to serve the remainder of the term.

(d)     A member of the [ Commission] COUNCIL:

(1)     may not receive compensation for duties performed as a member of the
[Commission] COUNCIL; but

(2)     is entitled to reimbursement for expenses under the Standard State
Travel Regulations, as provided in the State budget.

[(e) (1) After consultation with the Governor, the President of the Senate of
Maryland, and the Speaker of the House of Delegates, the Commission shall appoint an
Executive Director who shall serve at the pleasure of the Commission.
