BY repealing and reenacting, with amendments,
Article 2B - Alcoholic Beverages

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section(s) 10-104(o), (c), (d), (d-1), (e), (p), (f), (g), (h), (n), (1), (i),
(i-1), (j), (k), and (m), respectively, of Article 2B - Alcoholic Beverages of the Annotated
Code of Maryland be renumbered to be Section(s) 10-104(c), (d), (e), (f), (g), (j), (k),
(n), (o), (q), (r), (s), (u), (w), (x), and (y), respectively.

SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of Maryland
read as follows:

Article 2B - Alcoholic Beverages

10-104.

(H) (1) THIS SUBSECTION APPLIES ONLY IN CARROLL COUNTY.

(2) THE BOARD OF LICENSE COMMISSIONERS MAY CHARGE A FEE NOT
TO EXCEED $500 FOR THE PROCESSING OF AN APPLICATION FOR A NEW ALCOHOLIC
BEVERAGES LICENSE.

(h) (1) This subsection applies only in Carroll County.

(2)     The fee for transfer of a license is [$50] $350, in addition to the costs of
publication and notice. This fee is not refundable.

(3)     The fee for assignment of a license to another person is [ $50] $350. [Of
this fee, $25 is not refundable, but the excess of the fee over $25 may be refunded in the
discretion of the Board.]

(4)     A transfer or assignment of license, or both, may not be made until the
Board has been satisfied that all State and local real and personal property taxes owed by
the transferor or assignor of the license, or both, have been paid.

SECTION 3. AND BE IT FURTHER ENACTED, That, in § 10-104 of Article 2B
of the Annotated Code as enacted by this Act, where there is no statute applicable to a
jurisdiction in the standard alphabetical arrangement of jurisdictions created by this Act,
the publishers of the Annotated Code of Maryland, the Michie Company, shall designate
the subsection as "reserved".

SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1996.
