(j) By September 1 of each year, the Board shall submit an annual position
accountability report to the Department of Budget and Fiscal Planning, Department of
Fiscal Services, [and] the Maryland Higher Education Commission, AND, IN
ACCORDANCE WITH § 2-1312 OF THE STATE GOVERNMENT ARTICLE, THE GENERAL
ASSEMBLY, reporting the total positions created and the cost and the funding source for
any positions created by the University in the previous fiscal year.

(g) (1) Subsection (e)(5) of this section may not be construed to require any
additional State General Fund support.

(2) The total number of positions authorized under subsection (e)(5) of this
section shall be limited as specified annually in the State budget bill.
