page 94 of the printed bill (first reading file
bill), to reduce the appropriation for
Students with Disabilities. This amount will
be transferred to the State Department of
Education, Aid to Education, Subcabinet
Fund, to establish a pooled funding account
for Systems Reform Initiative (SRI)
services.

36.01.02.09 Gifted and Talented
In addition to the appropriation shown on
page 94 of the printed bill (first reading file
bill), to provide funds for gifted and
talented programs operated by the
Baltimore City Board of Education.
Object .12 Grants, Subsidies and
Contributions
General Fund Appropriation, provided that
funds herein appropriated shall be used for
sifted and talented programs operated by
the Baltimore City Board of Education at
the following high schools: Baltimore City
College, Western High School, Baltimore
Polytechnic Institute, the Baltimore School
for the Arts and the Dunbar project
operated in conjunction with Johns Hopkins
Hospital. This appropriation is contingent
upon the Baltimore City Board of Education
submitting a written plan for the use of
these funds to the State Superintendent of
Schools for review and approval.
36.01.02.13 Innovative Programs
In addition to the appropriation shown on
page 95 of the printed bill (first reading file
bill), to provide funds for providing grants
to Baltimore City in order to reconstitute
five schools which are poor performing. The
funds will enable the schools to make the
