(5)     establish a fee to offset administration, enforcement, and monitoring actions;

(6)     establish enforcement, appeal, and waiver procedures;

(7)     authorize regulations [[and guidelines]] to implement this Chapter;

(8)     require an annual report describing the progress achieved in developing more
definitive performance criteria for water quality protection; and

(9)     generally amend the laws relevant to water quality protection in land
development.

AN EMERGENCY ACT to:

(1) extend the investment options and procedures, and recordkeeping
requirements, of the County Employees' Retirement Savings Plan to the
County Elected Officials' Retirement Plan;

Plan;]]

[[(3)]] (2) permit highly compensated employees to participate in the plan under
certain circumstances;
