AN EMERGENCY ACT to:

(1)     [[give the County]] establish the County's authority to regulate [[illicit]]
discharges of pollutants to county waters [[as required in regulations issued
under the Federal Clean Water Act]]; and                                       

(2)     establish inspection and enforcement [[steps]] procedures and penalties for
noncompliance.

AN ACT to:

(1)     establish a process for enhanced water quality review for development in
designated special protection areas;

(2)     establish procedures, criteria, and requirements for certain development
proposals or land disturbing activities concerning water quality protection;

(3)     provide for submission of water quality inventories and water quality plans to
the Planning Board for review and approval;

(4)  delineate the responsibilities of the Planning Board and the Department of

Environmental Protection in reviewing and acting on water quality
submissions;
