AN EMERGENCY ACT to:

(1)   generally revise the centralized procurement system of the County;

(2)   establish a method for the selection and qualification of sources for the
acquisition by contract of goods and services;

(3)   provide for the formation and administration of contracts;

(4)   require the maintenance of certain procurement records;

(5)   prohibit certain conduct of contractors;

(6)   authorize the payment of interest to a contractor under certain conditions;

(7)   authorize an administrative process to resolve procurement disputes,
including contract disputes;

(8)   authorize the debarment or suspension of a person from consideration for a
contract award under certain circumstances;

(9)   provide for the management and disposition of goods;

(10)   provide for certain exemptions from the provisions of this act;

(11)   provide for the disposition, purchase, and lease of real property;

(12)   authorize the County to provide by contract goods and services to
municipalities and taxing areas;

(13)   authorize certain nonprofit organizations to purchase goods from the County
or under a County contract;

(14)   prohibit certain unethical conduct in public contracting;

(15)   provide for the purchase of recycled materials;

(16)   establish a minority owned business purchasing program;

(17)   provide for the imposition of certain penalties for violation of this act;

(18)   authorize the adoption of regulations;

(19)   authorize the imposition of fees related to the use of the procurement system;

(20)   [[require]] permit the establishment of a Contract Review Committee; and

(21)   authorize the Director of Procurement to be the central procurement officer
of the County under the supervision of the Chief Administrative Officer.
