AN EMERGENCY ACT to:

(1)     repeal an exemption from the requirements for disclosure of certain gifts to
public employees given in connection with certain personal milestones;

(2)     amend the requirement to disclose gifts given to public employees by certain
persons;

(3)     reduce the minimum value of certain gifts which must be disclosed on a public
employee's financial disclosure form; and

[[(2)]] (4) generally amend the County ethics law as it pertains to the solicitation,
receipt, and disclosure of gifts.
