AN ACT to:

(1)     revise certain definitions and define certain terms;

(2)     clarify the terms of members of the Ethics Commission;

(3)     revise the authority of the Ethics Commission to extend filing deadlines;

(4)     clarify restrictions on participation of public employees in certain matters or
ownership by public employees in certain businesses, and on use of County
insignia;

(5)     clarify and revise rules on disclosure of confidential information and soliciting
and accepting gifts;

(6)     clarify and expand who must file certain financial disclosure statements,
require the filing of certain financial disclosure statements when an employee
begins and ends certain public employment, and allow a filer of a financial
disclosure statement to report certain amounts by category;

(7)     require the disclosure of certain gifts;

(8)     clarify the requirement to register as a lobbyist for persons who represent
certain tax-exempt organizations;
