remain at the end of the fiscal year shall
revert to the general fund., provided that
the appropriation for the Great Oaks
Center (32.13.04.01) may only be expended
for the purpose of serving the clients of the
Great Oaks Center, either in community
service placements or other state residential
centers, and that any funds saved as a result
of the Great Oaks Center closure or
downsizing which are not needed to serve
Great Oaks Center clients must be
transferred to the Community Services
program (32.13.01.02). It is the intent of the
General Assembly that those clients
residing in state residential centers who are
most appropriate for deinstitutionalization
to community residential services be placed
in community residential services first,
regardless of the state residential center in
which they reside...........................................
