General Fund Appropriation , provided that
$15,506,569 of the appropriation for the
Great Oaks Center (32.13.04.01) may only
be expended for the purpose of serving the
clients of the Great Oaks Center and may
not be transferred, by budget amendment or
otherwise, to any other purposes,
notwithstanding any other provision of state
law including Health - General Article §
7-206, except: (1) in such cases whereby an
individual in the Great Oaks Center or the
individual's guardian requests the
individual be deinstitutionalized and moved
to the community; or (2) where the
appropriation for Great Oaks Center
exceeds that amount required to serve at
least 65 residents at Great Oaks Center for
the entire fiscal year 1996, in which case the
excess appropriation may only be
transferred to the Community Services
program (32.13.01.02). Any unexpended
funds not transferred to the Community
Services program (32.13.01.02) which
