commissioner districts and two members to be elected from the County at large. Under
current law members are appointed by the Governor.
Senate Bill 716, which was passed by the General Assembly and signed by me on May 18,
1995, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 204.

AN ACT concerning
Calvert County Board of Education - Election Selection of Members
FOR the purpose of altering the method of selection of the members of the Calvert
County Board of Education; repealing the authority of the Governor to appoint the
members of the Calvert County Board of Education; specifying certain qualifications
of the members of the Calvert County Board of Education; specifying certain grounds
and procedures for the removal of members of the Calvert County Board of Education;
establishing a School Board Nominating Commission in Calvert County; terminating
the terms of the interim incumbent members of the Calvert County Board of
Education on a certain date; submitting this Act to a referendum of the legally
qualified voters of Calvert County specifying the terms of certain members of the
Calvert County Board of Education; requiring the submission of certain sections of this
Act to a special referendum of the legally qualified voters of Calvert County to be held on
a certain date; requiring the cost of the referendum to be paid by the Calvert County
Board of County Commissioners and the Calvert County Board of Supervisors of
Elections; specifying certain procedures governing, the conduct of the special referendum;
providing that this Act does not apply to the salary or compensation of the incumbent
members of the Calvert County Board of Education; providing for the effective date of
this Act; and generally relating to the election method of selection of the members of
the Calvert County Board of Education.
