places; requiring drivers of vehicles to perform certain acts exercise due care when
approaching near persons on bicycles being operated on certain roadways; providing
that the State Highway Administration may allow bicycle operators to ride on
certain roads; modifying a certain definition; making stylistic changes; requiring the
Washington Metropolitan Area Transit Authority to adopt certain regulations;
requiring the Department of Transportation to perform a certain study; providing
for a certain contingency; requiring the Department to establish a certain education
program; prohibiting the Department from constructing any project that would have
certain impacts on bicycle or pedestrian routes except under certain circumstances;
requiring the Department of Transportation and the Washington Metropolitan
Area Transportation Authority to submit a report regarding bicycle access on mass
transit vehicles; requiring the Department of Transportation to present a certain
plan to local governments; altering certain definitions; defining a certain term;
providing for an inventory of certain facilities; limiting the State's share of the cost of
certain sidewalk construction and reconstruction projects during certain fiscal years;
requiring the Department of Transportation to complete a certain study by a certain date;
and generally relating to access of pedestrians and bicycle operators to State and
private facilities and roadways.
