Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 641.
This amended bill provides for the integration of bicycle and pedestrian access and
travelways into transportation planning and development.
House Bill 1249, which was passed by the General Assembly and will be signed by me on
May 25, 1995, accomplishes the same purpose. Therefore, it is not necessary for me to
sign Senate Bill 641.

AN ACT concerning
Bicycle and Pedestrian Access 2000
FOR the purpose of requiring local planning commissions to include certain items in the
county plan planning and zoning provisions; making certain provisions of this Act
applicable to certain counties; prohibiting the inclusion of certain terms in a lease;
requiring the Department of Transportation to include certain items regarding
bicycle and pedestrian transportation in the Consolidated Transportation Program;
requiring the Mass Transit Administration to adopt regulations regarding the
accessibility of transit vehicles to bicycles; defining a certain term; requiring the
State Highway Administration, in cooperation with a local government, to
implement develop a certain plan; requiring that certain plans for traffic
management encourage reasonable accommodation of bicycles by private property
owners; requiring the State Highway Administration to ensure that any project
involving the construction, reconstruction, or repair of State highways does not
result in a net loss of bicycle ways; requiring the State Highway Administration to
assess bicycle and pedestrian access to certain facilities by a certain date; requiring
sidewalks to be constructed at the time certain work is performed on certain
highways unless the State Highway Administration or local government makes
certain determinations; requiring the State Highway Administration to ensure that
any project involving the construction, reconstruction, or repair of certain highways
does not result in a net loss of sidewalks; altering the financing of sidewalk
construction; providing that certain costs associated with sidewalks may not result in
a decrease in certain county funds; requiring parking spaces for bicycles in certain
