Preamble

WHEREAS, It is the intent of the General Assembly to encourage bicycling and
walking as energy efficient modes of transportation; and

WHEREAS, The General Assembly wishes to reduce air pollution by encouraging
bicycling and walking for functional trips; and

WHEREAS, It is the goal of the General Assembly to double significantly increase
the percentage of total trips performed by walking or bicycling by fiscal year 2000; and
