[(n)](L) "Sewerage system" has the meaning as stated in § 9-601(n) of the
Environment Article.

[(o)](M) "State" means the State of Maryland and any of its departments,
bureaus, agencies, or other instrumentalities.

[(p)](N) "Subdistrict" means a service area within the [District] COUNTY.

[(q)](O) "United States" means the United States of America and any of its
departments, bureaus, agencies, or other instrumentalities.

[(r)](P) "Water system" has the meaning stated in § 9-601(q) of the
Environment Article of the Annotated Code of Maryland.

[6-201.

(a)     (1) There is a public body politic and corporate of the State of Maryland
known as the Washington County Sanitary District.

(2) The District may exercise the powers and duties conferred by this title in
accordance with the resolution passed by the county establishing the District.

(b)     By either ordinance or resolution, the county may:

(1)     Change the name of the District or of the Commission or both;

(2)     Amend the boundaries of the District; and

(3)     Change, add to, or diminish the powers and purposes of the District and
the Commission, provided that the same or are consistent with other provisions of this
title and the Code.

(c)     The county shall establish and maintain a suitable and properly indexed file
for the recording of documents under this title.]

[6-202.

(a) (1) The Commission shall exercise the powers of the District conferred by
this title.

(2)     The Commission shall consist of from five to seven members appointed
by the county.

(3)     Each of the members shall be a resident of or a property owner in a
different subdistrict of the District.

(4)     (i) Each member serves for a term of five years beginning January 1
after the appointment of the member and until a successor is appointed and qualifies.

(ii) The terms of members shall be staggered as required by the terms
of the members of the Commission serving on October 1, 1994.

(iii) A member may serve for more than one term.
