Ch. 86                                     1995 LAWS OF MARYLAND

(5)     The county may remove a member for continued neglect of duty,
incompetence, or unprofessional or unethical conduct.

(6)     If a vacancy occurs by death, resignation, or removal by the county, the
county shall promptly appoint a successor to fill the unexpired term.

(b)     (1) The Commission shall set the salaries of its members subject to the
approval of the county.

(2) The District shall pay the salaries of the Commissioners.

(c)     (1) A majority of the Commissioners constitutes a quorum for conducting
business.

(2) Resolutions shall be passed by a vote of the majority of the members

present.

(3) The Commission shall elect a Chairperson and a Vice Chairperson to act
in the absence of the Chairperson.

(d) (1) The Commission shall generally oversee the business of the District.

(2) The Commission shall adopt regulations for the administration and
enforcement of this title.]

(a)     (1) (i) There is an Executive Director of the District.

(ii) The Executive Director shall be responsible for the administration
and operation of the District, including the supervision and control of its employees.

(2)     (i) The Executive Director shall be appointed by the county, subject
to the recommendation of the Commission.

(ii) The Executive Director may be terminated by the county with the
recommendation of the Commission.

(3)     (i) The compensation of the Executive Director shall be set by the
Commission, subject to approval by the county.

(ii) The District shall pay the compensation.

(b)     (1) By resolution, the Commission may create the position of assistant
executive director, whose duties shall be established by the Commission.

(2) The procedure for appointment , compensation, and termination of the
assistant executive director shall be as provided in subsection (a) of this section.

(c)     (1) There is, a Comptroller of the District.

(2)     The Comptroller shall be the chief financial officer of the District.

(3)     The Comptroller shall:
