AN EMERGENCY ACT to:

(1)     authorize the creation of transportation management districts and the use of
certain transportation demand management measures in certain Metro station
policy areas;

(2)     authorize the Department of Transportation and the Planning Board to take
or require certain actions in and around certain Metro station policy areas to
reduce traffic congestion, vehicular emissions, and noise levels, among other
purposes, and to meet certain commuting goals;

(3)     authorize the [[Department]] County to contract with, or grant funds to,
transportation management organizations or other parties to carry out certain
programs;

(4)     require certain businesses and residential communities to submit and
implement traffic mitigation plans in certain [[Metro station policy areas]]
transportation management districts;

(5)     require certain developers to enter into traffic mitigation agreements in
[[Metro station policy areas]] transportation management districts as a
condition of approval of certain developments;

(6)     require certain applicants for development approval in [[Metro station policy
areas]] transportation management districts and their successors in interest
and certain other persons, to pay certain annual fees; and

(7)     generally provide for the implementation and enforcement of transportation
demand management measures in certain [[Metro station policy areas]]
transportation management districts,
