AN EMERGENCY ACT to:

(1)     require the payment of, and set the rates for, a development approval payment
to be paid as a condition of approval of certain applications for subdivision
plans;

(2)     allow certain credits and exemptions from the development approval payment;

(3)     define the procedures for payment, and establish penalties and interest for
nonpayment;

(4)     designate certain uses for the revenue from the development approval
payments; and

(5)     generally establish a development approval payment in conjunction with
certain provisions of the annual growth policy.
