(1) amend the duties and powers of the Board of Appeals;

(2)      clarify the jurisdiction of the Board of Appeals over certain decisions:

(3)      provide for an appeal to the Board of Appeals from certain decisions
concerning agricultural preservation and the Department of Transportation:
and

(4)      generally amend County law regarding the jurisdiction of the Board of
Appeals.
