AN ACT to:

(1)     alter certain criteria to be used by the County when considering the grant of a
franchise to an applicant proposing to overbuild an existing cable system;

(2)     require a franchisee to provide certain information on leased access channels;

(3)     [[eliminate the existing authorization for a franchisee to charge different rates
in different parts of the franchise area;]] require a franchisee to have a
uniform rate structure for its services throughout the franchise area;

(4)     prohibit certain exclusive agreements between a franchisee and a
programming service or broadcast station [[that provide for exclusive
programming distribution or refusal to deal with a competing multichannel
service provider]] subject to certain exceptions; and

(5)     generally revise the County cable communications law.
