AN EMERGENCY ACT to:

(1)     authorize a transfer by the County of certain parking district funds to provide
financial assistance to mixed-use parking facility projects; and

(2)     generally amend the law governing the expenditure and transfer of funds by
parking lot districts.

AN ACT to:

(1)     [[repeal provisions of law regarding alarm user permits]] define certain terms:

(2)     require the [[Police Department]] County Executive or designee to set and
collect [[an]] certain alarm response [[fee for each alarm signal to which the
Department responds]] fees;

(3)     require the [[Police Department]] County Executive to establish certain
procedures for an alarm business to request a police response to an alarm
signal;

(4)     require the Police Department to suspend police response to alarm signals
from [[an]] [[a nonresidential]] an alarm system [[after responding to a certain
number of signals from the "system in a certain period]] under certain
circumstances;

(5)     establish a certain appeal process;

(6)     require the County Executive to establish certain alarm system installation
standards;                                                                   

(7)     require a certain report;
