Bill No. 43-1993

An Act amending Subtitle 2 "Public Ethics" of Title 22 of the Howard County Code to:

(1)    Amend Section 22.203 to provide subpoena power to the Public Ethics Commission;
and

(2)    Add a new Section 22.204A implementing a charter change authorizing the Public
Ethics Commission to make certain exceptions to the provisions of Section 901(b) of
the Howard County Charter regarding conflict of interest.

An Act designating the Arts Council to forward grants, on behalf of the County, to arts
programs and cultural activities in the Baltimore region Baltimore City which serve
Howard County citizens; requiring the County Executive to seek the advice of the arts
council in determining the programs and activities to be funded and in the amounts which
each will receive.

[Adding § 12.806 to the Howard County Code.

An Act prohibiting stopping, standing or parking in an area designated with the
wheelchair emblem or established for handicapped persons, when such areas are
occupied by another vehicle INDIVIDUALS WITH DISABILITIES AND
PROHIBITING ANY VEHICLE FROM OCCUPYING THE SAME SPACE OR
PORTION OF A SPACE ALREADY OCCUPIED BY A VEHICLE DISPLAYING A
SPECIAL REGISTRATION PLATE OR PARKING PERMIT FOR INDIVIDUALS
WITH DISABILITIES.
