Bill No. 93-46

AN ACT to repeal and reenact with amendments Section 9-125, Membership; Section
9-127, Terms of office; vacancies; and Subsection A(3) of Section 9-130, Meetings,
all of Article XXI, Board of Library Trustees, of Part 3, Authoritative Boards and
Commissions, of Chapter 9, Boards, Commissions, Councils and Agencies, of the
Harford County Code, as amended, to provide for the addition of a student
representative to the membership of the Board and generally providing for the
manner of appointment to the Board.

[Effective Date October 12, 1993]

Bill No. 93-47

AN ACT to repeal and reenact, with amendments, Subsection (1) of Subsection 109-8 J.,
Fee, of 109-8, Collection and Transportation of Solid Waste, of Article 1, General
Provisions, of Chapter 109, Environmental Control, of the Harford County Code, as
amended, to clarify the manner of computing the fee for disposition of solid waste.

[Effective Date October 12, 1993]

Bill No. 93-58

AN ACT to add new Article XXXVI, Division of Emergency Operations, to Part 4,
Administrative Offices and Agencies, of Chapter 9, Boards, Commissions, Councils
and Agencies, of the Harford County Code, as amended; to establish the duties of
the Division of Emergency Operations; to create certain positions within the
Division of Emergency Operations; to transfer certain employees within the
Harford County Sheriffs Office to classified service with Harford County
Government; to transfer certain equipment from the Harford County Sheriffs
Office to the Harford County Government; to establish a certain deadline for the
Division to start operating; and generally related to emergency operations in the
County.

[Effective Date December 27, 1993]

Bill No. 93-59

AN ACT to propose an amendment to Article III, Executive Branch, and to Article IV,
Administrative Organization, of the Harford County Charter, by repealing and
reenacting, with amendments, Section 313, Administrative Appointments, and
Section 402, Agencies of the Executive Branch, and by adding new Section 410A,
Police Department; to establish a police department as an agency of the executive
branch; to require that the County Council establish by law the duties, powers, and
functions of the department; to provide that the department will be administered by
a chief of police, whose qualifications will be established by law; to provide that the
chief may be dismissed only for cause; to establish the procedure by which the chief
may be removed; to provide that the chief will have other duties as assigned by law
