AN EMERGENCY ORDINANCE concerning:

Civil Fines

FOR the purpose of requiring a person to whom a law enforcement officer is issuing a
citation for a civil fine violation to furnish proof of identification, residence and age;
and making it a misdemeanor, subject to a fine not exceeding $50, to refuse or fail
to furnish such proof.
